Ch’ng Li-Ling is a founding member of RHTLaw Asia, heading its Financial Services (Regulatory) and Technology (FSR and Fintech) Practice, and co-leads its Environment, Social and Governance (ESG) Practice.
Li-Ling’s practice areas cover securities and financial services regulatory advice, capital markets, mergers and acquisitions, and ESG and climate-related legal and regulatory issues.
Li-Ling spent her early years of practice in civil and commercial litigation. As a corporate practitioner heading the Capital Markets practice, she advised investors and business owners on raising capital, listed companies on compliance and corporate actions including takeovers, acquisitions and further capital-raising.
As the lead for the firm’s FSR and Fintech Practice, she advises FinTech firms and investors on licensing/regulatory requirements, cryptocurrency issuances, token offerings, establishment of digital assets exchanges and e-payments platforms, and on Fintech investments.
As Co-Head of the ESG Practice, she advises on legal, regulatory and governance issues relating to climate change and sustainable development in regulatory compliance for financial institutions and in mergers and acquisitions.
Li-Ling was Adjunct Assistant Professor at the Law Faculty of the National University of Singapore (NUS) for AY 2009/10 and AY 2011/12 and the NUS Business School for AY2009-2010. She has been a lecturer with the Sorbonne-Assas International Law School Asia since 2013. In AY2021/2022, she co-developed and co-taught an inaugural course in Computational Law in a Token Economy at the Singapore University of Social Sciences (SUSS) and was favourably evaluated by the students.
A passionate advocate for ESG and GRACE [Governance, Risks, Anti-Money Laundering, Compliance and Ethics] issues, Li-Ling is a regular speaker at seminars on topics like the legal and governance issues arising from the evolving technologies impacting financial services and markets, and the importance of embedding ESG best practices in our daily lives. Li-Ling is Council Member of RHT G.R.A.C.E. Institute, a non-profit organisation dedicated to training and development, and a co-anchor host of the podcast EthBeats: Lessons in G.R.A.C.E.ful Living.
Li-Ling is co-author of “Law and Practice of Corporate Finance in Singapore” (Lexis-Nexis 2016) and has contributed to numerous publications such as Lexology GTDT Crypto assets and Blockchain 2020-2023, International Comparative Legal Guides Fintech 2020-2022, Legal 500: Fintech Country Comparative Guide.
