Ch’ng Li-Ling is one of the founding members of RHTLaw Asia. She is the Head of our Financial Services (Regulatory) Practice.
Li-Ling is a corporate practitioner whose areas of practice include corporate and securities laws, capital markets, mergers and acquisitions, securities and financial services regulatory compliance, and corporate governance.
She spent her early years of practice in corporate and commercial litigation. As a corporate practitioner, she has advised investors and business owners in private equity transactions and advised companies on raising equity and debt capital from public markets. She advises listed companies on post-listing compliance and corporate actions including takeovers, acquisitions and further capital-raising. In recent times, she has also advised Israeli companies seeking to expand their businesses and to raise funds in Singapore and the Southeast Asia region.
As Head of Financial Services (Regulatory) Practice, she advises financial institutions, FinTech firms and investors on acquisitions and capital-raising, on MAS licensing and regulatory requirements for capital markets services providers, operators of organised markets and payment services providers on digital token issuances and the establishment of digital assets exchanges and e-payments platforms.
Li-Ling was appointed Adjunct Assistant Professor at the Law Faculty of the National University of Singapore (NUS) for AY 2009/10 and AY 2011/12 and the NUS Business School for AY2009-2010.
Li-Ling is co-author of “Law and Practice of Corporate Finance in Singapore”, published by Lexis-Nexis in 2016.
Li-Ling is a regular speaker at seminars on capital markets issues, and the implications of Fintech developments on corporate finance and securities regulations. She also conducts training and briefing sessions on the Singapore listing regulatory regime to directors and executive officers of listed corporations in Singapore.
Li-Ling was named one of AsiaLaw Leading Lawyers in 2008, 2009 (Corporate Finance and Capital Markets), 2014 and 2015 (Capital Markets), and was recognised as ‘Leading Lawyers’ in the 2011, 2013-2019 editions of IFLR1000. In the 2020 edition of IFLR1000, Li-Ling has been named “Leading Lawyer – Highly Regarded for Capital Markets”.
